The position is that in mardi iyle we Govenment of
hongkong took muer control the ships above rei'erreu to and
controlled their movements and encasements until the 1st
day of January 1919 when we control was terminated, The
Goverment of monskons compelled the owners of the snips to
pay over the whole of the earings of the ships wring the
periou of control at the same time compelling the owners to
manage the snips, payinɑ the owners the oruinar, Blue Book
Rates plus 2/8 per ton for Eastern service and 5% on the net
profits for management,
From the Blue Book nire received by the omers from the
Hongkong Government it was necessary to keep the snips in
efficient conuition and wis dltailed a great deal of work
at the far Easter, Dockyarus at a time when the price was
very inflated anefl, because foreign competitors could pay
the auvalceu prices through not being finalcially controlled.
